Sub:- Booking of traffic at
trainload class rate.
Instructions for booking of traffic at
trainload class rates were notified vide Board’s letter No.TCR/1017/91/2
dated 17.08.1998 (Rates Instruction No.49 of 1998). Para 2.1(d) of these
instructions stipulates that normally indents for trainloads will be
accepted at such stations and for such stations which are notified as full
rake dealing stations by the concerned railway authorities. It was laid
down that relaxation can be granted only on the written authority of the
COM/CFTM of the concerned loading railway. Some railways have sought
clarification regarding booking of traffic at trainload class rates from
and to such stations which are not notified as rake handling points.
The matter has been examined in
Board’s office and it has been decided that in supersession of the
provisions contained in para 2.1(d) of the Board’s letter No.TCR/1017/91/2
dated 17.08.1998 (Rates Instruction No.49 of 1998), the following
guidelines will be followed:
(i) Indents
for trainload traffic will be accepted at such stations/sidings and for
such stations/sidings which are notified as full rake handling
stations/sidings.
(ii) Indents
for 2-point rakes will be accepted from and to the approved combination of
two points, wherein each point should be at least a half rake point.
(iii) COM/CFTM
of the zonal railways may permit booking of a rake from and to a
station/siding which is not notified as a full rake handling
station/siding or a 2-point rake from and to an unapproved two point
combination only after taking a formal approval of the Traffic
Transportation Directorate of the Railway Board.
(iv) However, in all such cases when the
traffic is booked from and to such stations which are not notified as full
rake dealing stations, the freight will not be charged at trainload class
rate but will be charged at wagon-load class rates. Similarly, when
traffic is booked from and to such two point combination, which are not
notified as an approved combination of two point rake, the freight will
not be charged at trainload class rate but will be charged at wagon-load
class rates
(v) Board’s letter No.2004/TT-III/12/5
dated 25.02.2004 and 15.03.2004 may also be connected in this regard
wherein railways were directed to review the handling capacity of all
stations/sidings so that all full rake points have the capacity
for placement of a full rake in one placement or in one/two spurs.
Railways were asked to augment the capacity to handle full rakes
wherever there is adequate traffic justification.
(vi) Operating Department of the Zonal
Railways shall compile the list of full rake handling points and half rake
handling points and two point combinations wherein each of the two points
is at least a half rake point. Such lists should be sent to the Traffic
Transportation Directorate of Railway Board by 31st December
2004, who shall compile and issue the consolidated lists to all railways.
Such lists will be modified from time to time to accommodate changes
taking place on the system.
(vii) During the intervening period i.e
till the compilation of consolidated lists by Traffic Transportation
Directorate of Railway Board, the lists prepared by Zonal Railways will
continue to apply. However, the charging of freight will be in terms of
provisions contained in para (iv) above.

Traffic Transportation and Finance Directorate in the Ministry of
Railways
These instructions will come
into force w.e.f. 15.11.2004.
Issue instructions to all
concerned accordingly and acknowledge receipt of this letter.
