Sub: Guidelines for movement of timber through railways from 
         N.E. States - use of water marked transit passes.

 Ref : Board's instructions of even number dated 27.11.01, 20.12.01& 07.06.02.

          Please refer to Board's instructions issued from time to time on the above referred subject.   

The Hon'ble Supreme Court vide its order dated 12.5.2001 in Writ Petition No.202/95 had inter alia directed that "transit passes printed only on water marked paper shall be used for transportation of timber/timber products."  However, due to certain administrative reasons, the water marked paper would be available only after June, 2002. 

In view of the Hon'ble Supreme Court's Orders, as an interim measure  pending receipt of water marked transit passes, it has been decided  that following procedure shall be followed for movement of timber outside North Eastern States. 

I.          Till the water marked paper transit passes are made available/used, movement of timber outside North Eastern States shall be permitted only by using transit passes which have been specifically endorsed for this purpose by the Principle Chief Conservator of Forests (PCCF) or an officer not below the rank of Chief Conservator of Forests (CCF) specifically nominated for this purpose by him.

 

II.          With effect from 1.6.2002 no movement of timber including Sawn and Veneer outside North Eastern States shall be allowed other than on the transit passes endorsed as above. 

III.                  Any movement done without endorsed transit passes shall be treated as unauthorised/illegal movement. 

Further it has been also decided that loading upto 25 wagons from Lanka station as communicated in Board's letter No.97/TT-III/6 timber dated 19.6.2001 and reiterated vide Board's letter of even number dated 7.6.2002 shall be held in abeyance till further orders.  Therefore, it may please be ensured that no loading of timber from Lanka station shall be permitted.  

Accordingly, necessary action may be taken to ensure compliance of the above guidelines under intimation to this office.

Sub: Rationalisation of Demurrage   charges.

 Ref:     Board’s1 letter NO. TC-I/91/201/7 dated 14.9.1992 and 4.12.1992.

In terms of Board’s letters under reference, demurrage on wagons is levied presently on the basis of per tonne or part of a tonne on the carrying capacity of the wagon, for detention per hour, or part of an hour, in excess of the permissible free time notified for different types of wagons.  

2.0            With a view to rationalise and simplify the system of levy of demurrage, a proposal to fix rates of demurrage charges on the basis of per wagon per hour, or part of an hour, for detention  in excess of the permissible free time for the wagon as per the suggestions received from Zonal railways, was referred to the Commercial Committee (CCI) of IRCA. 

3.0            Based on the recommendations made by the Commercial Committee, in its meeting No. 185 held in November 2001, vide minute C/1096, the matter has since been considered.  Sanction of the Central Government is hereby accorded to rationalise and revise the rates of Demurrage charges w.e.f. 31.7.2002 as indicated in the following para. The rationalisation of demurrage charges is aimed to simplify the calculation as well as the time taken in the manual exercise of noting the marked carrying capacity of each and every wagon in the rake by the commercial staff in the field.  

4.0            REVISED SCHEDULE OF RATES OF DEMURRAGE CHARGES EFFECTIVE FROM 31.7.2002. 

4.1               Rate per 8-wheeler wagon per hour, or part of an hour, for detention in excess of permissible free time notified for the wagon.

4.2        The Schedule of rates of demurrage charges specified above will be applicable equally to all types of eight wheeler Goods wagons and coaching vehicles (other than passenger vehicles), irrespective of their carrying capacities.  

4.3        The rates of demurrage charges  in respect of 4 Wheeler wagons/vehicles on the Broad Gauge, Metre Gauge and Narrow Gauge shall be half of the rates prescribed for the 8 wheeler wagons/vehicles of the respective gauges specified in para 4.1. 

5.0               There will be no change in the rates of demurrage charges on wagons handed over to collieries/steel plants, detained beyond the permissible free time,  as notified in Board’s wireless message No. TCI/91/201/7 dated 13.4.1992. 

            This issues with the concurrence of the Finance Directorate in the Ministry of Railways.

                        Sub:-  Granting of trainload benefit – booking of BOX N rake from two points to a single destination.

                          Ref:- i)Board’s letter No.TCR/1017/91/2 Dupl.I dated 27.11.2001.

        In terms of Board’s letter No.TCR/1017/91/2Dupl.I dated 27.11.2001, trainload benefit was made admissible to traffic booked from two points to single point destination for BOX and BCX wagons. However, in terms of para 2(ii) of this letter, booking of BOX ‘N’ rake under trainload rate was also permitted in respect of trainload formed at a serving station by clubbing two parts of the rake- each loaded from two sidings served  by the same station or one part loaded from a siding and another from the station serving that siding for a single point destination.
        In view of the reduced availability of BOX wagons, and the need to lift more traffic, the matter has since been reviewed regarding the provisions applicable to booking of traffic in BOX ‘N’ wagons.  Sanction of the Central Government is hereby accorded to permit the BOX ‘N’ wagons for loading from two independent originating booking points (which are not served by the same station)  to a single point destination for availing the trainload benefit.    All other terms and conditions stipulated in the letters under reference will remain unchanged.
        This issues in consultation with Traffic Transportation Directorate and Finance Directorate in the Ministry of Railways.

  These instruction will come into force with immediate effect.

  All concerned may be advised accordingly for compliance.  Receipt of this letter may please be acknowledged.

Sub:-  Engine Hire Charges for Ballast trains.  
            Ref:-  Board’s letter of even number dated 25.4.2001.

              Sanction of the Central Govt. is accorded to the Engine Hire charges for Ballast trains being revised as under with effect from 1.4.2002.

               i)    Rs.2040/- (Rupees Two Thousand Forty only) per engine per hour (including cost of loco crew) subject to a minimum charge of Rs.20400/-(Rupees Twenty Thousand Four Hundred only) per day for B.G; and

  ii)   Rs.1690/- (Rupees One Thousand Six Hundred Ninty only) per engine per hour (including cost of loco crew) subject to a minimum charge of Rs.16900/-(Rupees Sixteen Thousand Nine Hundred only) per day for M.G.

  1. The above charges are applicable to steam, diesel and electric engines and will remain in force till further orders.
  2. This issues with the concurrence of the Finance Directorate of the Ministry of Railways

          Necessary instructions may be issued to the staff concerned.

    Sub:-  Rebate in freight for traffic to be transported in wagons owned by

In continuation of Board’s letter No.TCR/1644/96/2 dated 11.04.2002 (Rate Instruction No.22 of 2002), it has been decided that rebate in freight for traffic of Furnace Oil to be transported in wagons owned by M/s National Aluminium Company Ltd., Bhubaneswar, will be as under with immediate effect.

                        Sub:-  Running of Mini Rake- Rules procedure thereof.

                        Ref:  Board’s letters No. TCR/1017/2000/11 dated 13.9.2001 and 26.11.2001.                         

           In terms of Board’s letter of even number dated 13.9.2001(Rate Instruction No.84 of 2001) the concept of running Mini Rakes was introduced by the Board subject to fulfillment of various terms and conditions.

  2.     In the light of feedback received from some of the Zonal Railways for relaxation in distance applicable to Mini Rake Scheme, it has been decided to modify the condition stipulated in para 1(vi) of Board’s above cited letter as under:-
             “(vi) Mini Rake will run upto 500 Kms.  Such movements are permitted to adjoining zonal railways also.”

  3.     All other conditions stipulated vide Board’s letters under reference will remain unchanged.

  4.     These instructions will come into force with immediate effect and will remain valid upto 30.9.2002 on an experimental basis.           

   5.    This issues with the concurrence of Finance Directorate in the Ministry of Railways.
