SUB: Transportation of rail cars (Coaches) owned by Delhi Metro Rail Corporation Ltd. (DMRC) from BEML(Bangalore) to DMRC Depot at Shastri Park  (Shahdara) Delhi – Special lump-sum haulage charges.


            M/s J.M. Baxi & Company, the authorized transport agency of Delhi Metro Rail Corporation Limited (DMRC), has approached the Ministry of Railways to provide haulage charges from Bangalore to DMRC Depot at Shastri Park (Shahdara) Delhi for the transportation of 180 rail cars (Coaches) owned by DMRC assembled at Bharat Earth Movers Limited (BEML) Bangalore . 

            Board have approved special lump sum haulage charges for three alternative compositions of the DMRC rail cars (Coaches) for haulage on Indian Railways from BEML, Bangalore to DMRC Depot at Shastri Park (Shahdara) Delhi as under:-

            The above mentioned lump-sum haulage charges are subject to fulfillment of the following conditions:- 

(i)                 In terms of Board’s letter No.2002/CEDO/SR/10dated 13/14-10-2003 and RDSO letter No.MC/DMRC DATED 22.10.2003, movement of DMRC rail cars (coaches) from BEML, Bangalore to DMRC Depot at Shastri Park (Shahdara) Delhi would be permitted at a restricted speed subject to a maximum speed of 30kms per Hour.

(ii)               The composition of DMRC rail cars (coaches), which have to move at a restricted speed, should preferably be of 12DMRC rail cars (coaches) on operational considerations.

(iii)             The movement of DMRC rail cars (coaches) is a special movement on their own wheels, with their penta-graphs in locked condition, which would need 2BLCA wagons as transition wagons and 6,12,16 (BCN, BCNA or BCNHS) wagons for 4, 8 & 12 DMRC rail cars (coaches) respectively to work as dummy for breaking.

(iv)              The DMRC rail cars (coaches) will be dispatched by the operationally feasible routes and freight charges referred above are levied by the shortest route. In case of a dearer route other than the shortest route selected by the sender, undercharges would be raised and recovered accordingly.

(v)                Zonal railway is advised to obtain undertaking from the agency authorized by M/s DMRC for coordinating the movement of these rail cars (coaches) that they would clear the undercharges raised on movement of these rail cars (coaches) due to any change in the movement parameters expeditiously to indemnify the Railway. 

3.         The special haulage charges will be applicable with immediate effect subject to all the required operational clearances and speed certificates for movement of DMRC rail cars (coaches). 

4.         This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
