             Sub:-  Minimum weight condition for CR coil when loaded in BOXN/BOX/BRN/BRH wagons.

              Ref:-   Board’s letter of even number dated 22.6.2001(Rate Instruction No.59/2001).

            The sanction of the Central Government was accorded vide Boards above referred letter to fix the minimum weight condition of 54 tonnes for Cold Rolled Coils (CR Coils) when loaded in BOX ‘N’/BOX/BRH/BRN wagons, subject to actual weight being determined on the basis of weighment.  As per these instructions the chargeable weight was however, to be CC+2 tonnes for BRH/BRN/BOX ‘N’ and CC+3 tonnes for BOX wagons, if consignments were booked by the consignor without weighment.

            In this regard, several references have been received from the South Eastern Railway that in terms of the above instructions, Railway is facing limitation in picking up the CR Coils traffic.  Zonal Railway pointed out that while there is no provision of a weighbridge in some of the steel plants, weighbridge in some other plants/yards is not available in the direction of movement of traffic.   It is, therefore, not possible to weigh the wagons loaded with CR Coils.   It was also represented by the railway that the condition for compulsory preweighment of wagons at the booking point was not stipulated for HR Coils while notifying similar minimum weight condition vide Board’s letter No.TCR/1394/97/11 dated 5.11.1998.  It was also brought out that each CR/HR coil is weighed by  the Steel Plant on its weighing machines which  are duly certified by Weights and Measures Department of the State Government, and the records are computerised and such weighment particulars are also accepted by the Excise Department.  This procedure has been in vogue for loading of HR Coils. It was, therefore, recommended that the condition of weighment of CR Coil wagons at the booking point may be waived.
            Board has since considered the matter and it has been decided to relax the condition of weighment of wagons loaded with CR Coils, at the booking point and accept the ‘Senders weight’, subject to the following conditions being ensured by the Zonal Railways:-  

  1. The loading in all cases should be supervised by the Railway staff and an endorsement to this effect made on each of the RR.

  2. The computerised details of the weight particulars of the individual CR coils should be prominently displayed on the outermost packing of the coil for verification by railway staff supervising the loading and other concerned staff.  

  3. The weighbridge/weighing machine of the steel plant should be certified by the Weights & Measures Department as per the extant laws in this regard.

  4. The weight of the individual coil as measured by the weighbridge/weighing machine of the steel plant should also be accepted by the Central Excise Department.

  5. The record of weighment particulars of each wagon with coil-wise details should be maintained for subsequent verification and records.

  6.  Computerised records/details of each coil loaded in wagons should be available to ascertain the weight of the coil from manufacturing stage to the final stage of despatch.

  7. The extant instructions regarding the test weighment/random check enroute/destination should be strictly adhered to.

  8. The weighbridge/weighing machine of the steel plant should be maintained to the satisfaction of the railway and will be subject to periodical inspection by qualified railway staff who will record a certificate to the effect that the weighbridge is showing correct weight and is in proper working order.

All the above instructions will also be applicable to the booking of Hot Rolled Coils (HR Coils).
 

This issues with the concurrence of Finance Dte. in the Ministry of Railways.

 

This will come into force w.e.f.  15.4.2002

                       Sub:-  Revision of Minimum weight condition for Mangoes when loaded in BCX/BCN/BCNA wagons.

Sanction of the Central Govt. is hereby communicated to continue with the existing minimum weight condition of W/130 ( i.e. 260 Qtls. when loaded in BCX/BCN/BCNA wagons) for Mangoes appearing under the Main head Fruits, fresh NOC at page 138 of the Goods Tariff No.43 Part.I, Vol.II.  The minimum weight condition applicable to MG&NG wagons as also its classification and packing conditions etc. remain unchanged.

This instruction is effective from 1.10.2001 and will remain valid upto 30.9.2002. 

All the Zonal Railways having originating traffic in Mangoes are requested to undertake test weighment in atleast 20-30 eight –wheeler wagons of different types to ascertain the level of loadability of Mangoes and send their recommendations to the Board for review.

This issues with the concurrence of the Finance Dte. in the Ministry of Railways.

A correction slip to the Goods Tariff No.43 Pt.I, Vol.II is enclosed as Annexure.  A regular correction slip will however be issued by the General Secretary/IRCA, New Delhi as per extant practice. 

            Please circulate this instruction to all concerned for immediate implementation from the said date.

Sub: Payment of freight through Credit Note cum

        Cheques by the  consignors at the booking

        points – furnishing of Security Deposit. 

          Ref: Board’s letter of even number dated 13.4.2000.

           Vide Board’s letter of even number dated 13.4.2000, Board had issued instructions valid up to 16.4.2002 extending facility of payment of freight by selected Public Sector Undertakings through Credit Note cum Cheques without the need for furnishing of Security Deposit or Bank Guarantee, but on furnishing of a Security Bond. 

2.          This policy has been further reviewed and it has now been decided to extend this scheme for a further period of 2 years i.e. up to 16.4.2004.  All the relevant conditions of the original scheme remain unchanged. 

3.          The facility of Security Bond under the CNCC arrangement should be withdrawn by the Zonal Railways in case more than two incidents of dishonoring of cheques and non payment of dues with surcharge within one month occur in quick succession.  In rare incidents of return of cheques the facility need not be withdrawn if the party had subsequently paid the dues with surcharge.  However, in such cases the Chief Executive of the concerned Public Sector undertaking should be apprised of the bouncing of the Cheque for taking remedial measure. 

4.          I order to enable a further review of this policy, all the Zonal Railways are requested to send their comments on the implementation of the scheme along with the comments of their associate Finance to Board’s office by the 1st week of Dec. 2003. 

5.          Para 2 & 3 of this letter issue with the concurrence of the Finance Department in the Ministry of Railways.

Sub:-  Tare weight of HDPE bags used in Cement packing.

Sanction of the Central Government is accorded to partially modify the packing condition P/56A by reducing the tare weight of the synthetic jute bags of high density Polyethylene (HDPE) woven sacks from existing 100gms. to 75 gms w.e.f. 1.6.2002.

Zonal Railways having originating traffic of cement should monitor this reduced tare weight at regular intervals ensuring that with passage of time and change in technology, the tare weight of empty bags made of HDPE woven sacks have not undergone a change.

This issues with the concurrence of Finance Directorate in the Ministry of Railways.

A correction slip to the Goods Tariff is enclosed.  Formal correction slip will be issued by the General Secretary,IRCA.

Please issue necessary instruction to all concerned.
