Sub:  Transportation of fodder and water to the notified drought affected areas of various States free of charge.
Ref:
1. Board's letter of even number dated 9.10.2002 (Rate Instruction No.65 of 2002)
                     2. Board's letter of even number dated 22.11.2002 (Rate Instruction No.68 of 2002).                                                            

                    Further to this Ministry's letter of even number dated 22.11.2002 (Rate Instruction No.68 of 2002), , sanction of the Central Government is accorded to the transportation of fodder and water by rail, free of charge to the notified drought affected districts of various States  beyond  31.12.2002 (Thirty First December Two Thousand Two) to 30.06.2003 (Thirtieth June Two Thousand Three).

All other terms and conditions stipulated in Board's letter dated 9.10.2002 continue to apply unchanged. 

Special care shall be taken by the Railways Traffic Accounts Office for maintenance of separate account for such bookings. A monthly report of the quantum of traffic moved and freight forgone shall be sent to Board by the 15th of the following month.

            Further to Board's letters of even number referred to above and in view of the RDSO's certification that DMRC coaches  are considered safe for movement in unbraked empty condition, as a trailing load, at a maximum speed of 30 km/h, the lumpsum haulage charges communicated vide Board's letter No.TCR/2217/2002/1 dated 29.7.2002 are  revised as under:-

 2.            Undercharges may be raised accordingly against the agency authorised by DMRC to move these specials from Kolkata to Shastri Park, Shahdara for recovery of the balance amount.   

3.         Zonal railways are required to obtain undertaking from the agency authorised by M/s DMRC for coordinating the movement of these specials that they would be liable to clear the undercharges raised on movement of these specials due to change in the movement parameters expeditiously and to indemnify the Railway.

Sub:  Minimum weight condition of timber waste in BCX/BCN/BCNA/BOX wagons.

Ref: 
1. Board's message of even no. dated 3.6.2002. (Rate Instruction No.34 of 2002)
 2. Board's message of even no. dated 10.12.2002.


The minimum weight condition of 350 qtls. for timber waste conveyed vide Board's message of even no. dated 3.6.2002 was valid upto 31.10.2002.

2.                     Sanction of the Central Government is hereby accorded provisionally to the extension of minimum weight condition of 350 qtls. for timber waste loaded in BCX/BCN/BCNA/BOX wagons beyond 31.10.2002 for a period of one year subject to furnishing of comprehensive test weighments of the commodity in sufficient numbers of different types of wagons used for loading the commodity. The weighment should be done using different sizes and types of wood being carried in the various seasons, well before the expiry of this sanction. 

3.                     As Timber waste is intended to be used as raw material for manufacture of rayon/paper grade pulp, the consignee should be  a rayon or paper mill. 

4.                     Timber Waste includes pieces of timber or wood waste (other than sandal wood but including Casurina wood pieces) including shaving, lops, tops and branches of trees, veneer waste, bark waste, bakals, challas (challia), lips, scraps, rejections and side cuts (off cuttings).  

5.                     Zonal Railways may take adequate precautions against possible misdeclaration by forming teams of commercial inspectors and conducting frequent checks on the commodity being consigned at origin and destination.

6.                     While conducting testweighments, the procedure mentioned in Board's letter of even number dated  27.01.2003  may please be followed. 

7.                     Railways shall forward the comparative loading and earnings from the commodity alongwith the comprehensive test weighments by 30th August, 2003 positively. 

8.                     This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Sub:  10% Freight rebate for Cement and Chemical Manures Div. 'A', 'B' & 'C' loaded in 'block rakes' of open wagons.


Reference is invited to Board's telemax of even number dated 18.1.2002 conveying sanction for grant of concession of 10% in freight rates for Cement and Chemical Manures Div. 'A', 'B' & 'C' loaded in block rakes of open wagons upto 31.12.2002. 

            Sanction of the Central Government is hereby accorded to extend the grant of 10% concession in freight rates for Cement and Chemical Manures Div., 'A', 'B' & 'C', loaded in block rakes of open wagons beyond 31.12.2002 until further advice, subject to the condition that : 

(i)         The tarpaulins for covering the open wagons are provided by the consignor at their own cost and

(ii)         an undertaking is furnished on the forwarding note by the consignors that they give their consent to loading in open wagons and would bear full risk for damage/pilferage of their consignments. 

            The concession may be granted at the time of booking.   

            Railway's liability on such bookings would be governed by Sec.104 of the Railways Act, 1989.   

            Railways shall submit a report of loading, earnings and claims settled, if any, during the preceding financial year by 31st May of each year.  The first report covering the period October, 2002 to March, 2003  would be furnished in May, 2003. 

            Necessary instructions may please be issued to all concerned immediately.

Sub:  Classification of spiral welded steel pipes with diameter less than 610 mm.
Ref:

            With a view to arrest the  declining rail share of spiral welded steel pipes with diameter less than 610 mm, sanction of the Central Government is hereby accorded to classify and charge 'spiral welded steel pipes' with diameter less than 610 mm at Class-200 in wagonloads for a trial period of one year with a minimum weight condition of 300 quintals in BOX wagons and AQ weight condition on all gauges.

             This instruction shall come into effect from 01.03.2003.

             This issues with the concurrence of Finance Directorate in the Ministry of Railways.

             Instructions may please be issued to all concerned .

Please refer to Board's letter No.TC-I/2001/8/6 dt.6.9.2001 notifying Military Traffic Rates for the year 2001-02. 

2.            As the formula for arriving at the Rates is currently under review in consultation with the Ministry of Defence, it has been decided that the Military Traffic Rates notified for the year 2001-02, vide Board's letter, ibid, shall continue beyond 31st March 2002 till further advice subject to furnishing of an undertaking that the undercharges raised on the basis of the enhanced rates, if any, advised at a future date would be expeditiously cleared. Defence Authorities while booking Military traffic shall have to indemnify Railways in this regard.

Sub:  Minimum weight condition for "Coco Brooms".
Ref:    Board's letter of even number dated 2.7.2002.


Further to Board's letter of even number referred above, communicating the tentative fixation of minimum weight condition of Coco Brooms at W/140(BG), sanction of the Central Government is hereby accorded to extend the validity of the above instruction for a period of one year beyond 31.12.2002 subject to furnishing of comprehensive testweighment report of the commodity in sufficient number of different types of wagons used for loading of this commodity. All other terms and conditions mentioned in Board's letter of even number dated 2.7.2002(Rates instructions No.42/2002) continue to apply unchanged. 

2.         Zonal Railways with originating traffic in Coco-Brooms are requested to provide comprehensive test weighment report as per guidelines contained in Board's letter No.TCR/1394/2002/4 dated 27.1.2003 and send the report alongwith their recommendation to Board by 31st  October, 2003. 

3.            Undercharges, if any, accrued due to loading in the interim period may be raised and collected by the railways.

4.         This issues with the concurrence of the Finance Dte. in the Ministry of Railways.

5.         Please circulate this instruction to all concerned.

Sub:  Definition of a 'Block Rake'.


Western Railway, referring to an objection raised by their Audit sought  Board's clarification in regard to the definition of the term "Block Rake" used in Board's various communications. 

It is clarified that the term 'Block Rake' means :- 

"A rake which moves as a train from an originating station(s) to the destination station(s), without any remarshalling of wagons during the journey except for detachment of sick wagons, either at the originating or destination station, or during the journey.  'Block Rake' shall also include rakes loaded from one originating station to a combination of two or three destination points or a rake loaded from a combination of two originating points to a single destination.    The system of charging freight has no relationship to the concept of 'Block Rake', as the same will depend upon the commodity and satisfaction of other conditions for grant of train-load benefit.  Thus, a 'Block Rake' will necessarily not be a rake on which freight is charged at 'train-load' class but could also include movements of a rake at wagon load class." 

            This issues in consultation with Finance Directorate in the Ministry of Railways.

   Ref : Board's letter No.TC-I/2001/214/9 dated 30.10.2001. and 5.12.2001.  

             Ministry of Railways have decided that the All India Costs for Diesel Shunting engine and Train engine hour for Broad Gauge and Metre gauge and Electric train engine hour for Broad Gauge notified under Board's Instructions cited above be revised as under with effect from 02-4-2003 (Second April Two Thousand three).

 4.        The Train Engine hour cost for Electric Locomotive on the Metre Gauge will continue to be worked out and notified by the Zonal Railways for application on their system.
            Rounding off of shunting period would continue to be done as per instructions laid down in Board's letter No. TC-I/95/8/8 dated 25-7-1996.

5.          Action may please be taken to give due notice to the siding owners before introduction of revised siding/shunting charges.  

6.          This issues with the concurrence of the Finance Directorate in the Ministry of the Railways.

 7.           The receipt of the letter may be acknowledged.
