No.TCII/2003/98/Rules. Reference Rule 213.17 of IRCA Coaching Tariff No. 25 Pt 1 (Vol-1) according to which, refund of charges collected for issuance of duplicate ticket are not refundable after commencement of journey.  it has been decided that the 10% or 25% of fare collected for issuing duplicate ticket before preparation of reservation chart, against lost/misplaced reserved/rac tickets, shall be refundable from PRS terminals at destination station after completion of journey,. refund will be granted on verification from PRS that no one has taken refund on the concerned lost/misplaced ticket and after deducting usual clerkage charge per passenger.  Refund shall be admissible, on surrendering the duplicate ticket, during working hours of reservation office and upto 3 days of arrival of the train.  In cases where there is no PRS at destination station or where it is not possible to verify from PRS the normal system of issuing TDR will apply.  After the above mentioned time limits, the normal system of granting refund against TDRs, in respect of charges collected on duplicate ticket, shall be followed.  These instructions shall be applicable for duplicate tickets issued from 1.4.2003. There is no change in the rules for refund of charges of duplicate tickets issue after preparation of reservation charts.  Necessary instructions may be issued to all concerned including PRSs immediately.  This issues with the concurrence of Finance Directorate of Ministry of Railways.
